Bid Form
Use this form to bid for a province or provinces as the capitol of new states. Remember that you can't control more than three states at a time. For each of the three provinces you bid for you are provided with two alternatives. These are only bid for if you fail to get your earlier choices. The Bid is how many Victory points more than the base cost you are prepared to pay. You will never pay more than the minimum required.
